The Illinois chief executive wields vast power to appoint and remove government workers, including the heads of most state agencies and boards as well as his staff and inner circle.
“Staff are very personal assignments,” former Illinois Lt. Gov. Bob Kustra said. “A governor needs people he can trust.”
Kustra, now president of Boise State University in Idaho, said a new governor is expected to bring in new staff and directors – and the departing governor to exit with most of his.
